Add the rice, coconut milk, coconut water, sugar (if using), and salt to a medium saucepan and stir to combine. Bring to a boil then cover and reduce to a low simmer. Cook for 15 to 20 minutes.

Remove from heat and leave the pan covered. Let the rice sit undisturbed for 10 minutes, then fluff with a fork.
Top with toasted coconut. Serve warm.
