Heat sugar and water over medium - high heat until the sugar has dissolved. Remove from heat. Add cranberries and rosemary to coat in the syrup.
Use a slotted spoon to transfer the cranberries and rosemary to a wire rack. Allow them to dry for 1 hour.
After 1 hour, roll the cranberries and rosemary in sugar to coat. Transfer back to the wire rack for another hour to dry.
