Cut the top off a head of garlic, and drizzle with olive oil. Wrap in foil and roast on 425°F for 25 to 30 minutes.
Place cream cheese, mayonnaise, garlic powder, and salt in a medium bowl.
Use a hand mixer to blend until smooth and creamy.
Gently press the roasted garlic cloves from the head of garlic, and add chopped chives.
Fold the garlic and chives into the cream cheese mixture until well incorporated.
Serve chilled with extra chives, crackers, pretzels, or fresh vegetables.
