Stir together potatoes, ham, carrots, celery, onion, garlic powder, salt, pepper, bay leaves & chicken broth.
Cook on HIGH for 4-5 hours.
Remove 1 cup of broth from the crockpot & whisk in the flour.
Mash the potatoes Pour in the broth, cream, sour cream, & cheddar cheese.
Stir to combine & cook an additional 30 minutes.
